What is a "cascade" conflict in ElectricAccelerator?

Sometimes my emake annotation file shows conflicts of type "cascade" instead of "file". What is a "cascade" conflict?

Can you elaborate? Seems sparse:

cascade: the conflict was a fallout from a conflict in an earlier job, or was over other non-filesystem versioned data.

what's an example of "fallout from a conflict in an earlier job" and "non-filesystem versioned data"?
